If I watch the building status given by Transfer Manager I can see up to 6 garbage trucks respond and can see their routes to the Service Point. Inciniration plants and recycling centers are not dispatching garbage trucks (trucks in use 1/15 and 1/27 on each). Update! Can confirm that I am getting garbage trucks from outside cities. Those households seem to be a totally random.
